Galland Kharasch attorneys practicing energy and public utilities law have represented clients before the Federal Energy Regulatory Commission (FERC), as well as state regulatory commissions in both electric and natural gas cases. We have extensive experience representing intervenors at the FERC in natural gas pipeline rate cases. With the issuance of its "Policy Statement Providing Guidance with Respect to the Designing of Rates", the FERC signalled a change in the way natural gas is to be marketed in the United States. Firm lawyers have been at the forefront of implementing the guidance provided by the Commission and assuring that market forces play a more significant role in determining the supply, the demand, and the price of natural gas. We also represent shippers before the FERC in oil pipeline rate cases. Firm lawyers have handled all aspects of such electric cases. In addition, our lawyers are experienced in prudence investigations involving the determination of the reasonableness of the costs of large capital projects, such as nuclear power plants and the Trans-Alaska Oil Pipeline. Firm lawyers have been involved intimately in a number of these prudence investigations, and are capable of understanding the problems of demonstrating the reasonableness of large investment decisions. We also have experience in the appeal of regulatory orders to both state and federal courts, as well as other energy-related commercial litigation. In gas regulation, commissions increasingly are tending towards deregulation, and competition is being allowed to play an ever-increasing role in determining the costs of energy in the United States. The firm has significant knowledge concerning the deregulation of regulated industries, as our lawyers have worked closely with acknowledged outside experts in the field of deregulation. As a result, we have been able to transfer new perceptions, gleaned from our understanding of the deregulation process, to the field of energy and public utilities.
